What the PPWR requires on empty space

For grouped packaging, transport packaging and e-commerce packaging, the proportion of empty space may be no more than 50% from 01.01.2030. Empty space is the part of the packaging volume that is not needed for the goods or for strictly necessary protection.

How to calculate empty space (simplified example)

How to avoid empty space in shipping

  • Match the bag size to the packed dimensions of the goods instead of taking a standard size
  • Send flat goods in flat bags or mailing bags, not in large cartons
  • Keep several sizes in stock so that small consignments do not end up in large packaging
  • Make sure the protection is sturdy: strictly necessary protection does not count as empty space

Suitable selection: E-Commerce & Shipping Packaging, Mailing & Carrier Bags and Flat Bags.

Further obligations for online sellers

Besides empty space, distributors have been subject to evidence obligations since 12.08.2026. All deadlines: PPWR timeline 2026 to 2040. Obligations at a glance: Obligations for distributors and importers.
